Sir,

I have the honour to address you with reference

to the sale by private treaty of a site in Kowloon to the

Chinese Young Men's Christian Association under conditions

of which a copy is enclosed together with a plan of the area

concerned.

2.

The Chinese Young Men's Christian Association

has its headquarters in the City of Victoria, but for some years has been anxious to open a branch on the main land. Prolonged negotiations have taken place and with the concurrence of my Executive Council I have considered it desirable to grant the land upon the conditions set out in

the enclosure hereto.

3.

I have therefore sanctioned the sale by

private treaty and I have the honour to request your covering

approval.
